Personally, I think that his decision wasn't very smart, but everyone makes mistakes. What is a joke to one person, might be an insult to another. I don't think that the school should completely ban halloween costumes, but it wouldn't hurt for them to make a few rules and regulations that the students have to follow when picking out their costumes. I know that I would be terribly upset if I couldn't wear my halloween costume because of one minor thing, especially one that could be fixed.
